IAEM News Release: General Swan Receives CEM® Credential (12/18/07)
IAEM Raises More Than $24,000 for Scholarships (11/19/07) Final tabulation of IAEM Scholarship Program fundraising efforts at the IAEM 2007 Annual Conference resulted in a total of more than $24,000 raised for the IAEM Scholarship Fund, as follows:
- Silent Auction: $2,242.00
- Live Auction: $14,312.00
- Basket Bonanza Raffle: $2,439.00
- Donations on-site and immediately prior to conference (many for the Exhibitor Flag): $5,350.00
- Total: $24,343.00
Many thanks to all who helped with these activities, whether they donated their money, time, or auction items. You all helped to make these events a huge success and to assist IAEM in furthering its goal to support the future of emergency management through providing scholarships to EM students.

IAEM Recognizes 2007 Award Winners (11/19/07)
New IAEM Officers and Board Members Installed (11/16/07) IAEM held its 55th Annual Conference & EMEX Exhibit in Reno, Nevada, Nov. 11-14, 2007. Larry Gispert is the new President of IAEM. Russ Decker, CEM, moved up to First Vice President, and Mike Selves, CEM, became the Immediate Past President. The election results were announced at the Annual General Membership Meeting. Pamela L'Heureux, former Region 1 President, was elected as IAEM Second Vice President. Rick Cox, CEM, was re-elected as IAEM Treasurer. The IAEM Board at its June 13
meeting approved a revision to the
bylaws to allow an international

There is still time for IAEM members to comment on the Annexes to the draft National Response Framework. Please use the reporting form and send comments on the Annexes to Steve Detwiler by Nov. 5, 2007.
Public Comment Period for Draft National Response Framework Extended to Oct. 22 (10/09/07) The U.S. Dept. of Homeland Security (DHS) announced today (press release) that it has extended the public comment period on the draft National Response Framework until Oct. 22, 2007. The extended comment period provides additional time for interested parties to provide feedback on the draft document. The NRF was posted on the DHS Web site for public comment on Sept. 10, 2007. The current comment period was scheduled to expire on Oct. 11, 2007. As noted in the news item below, IAEM is compiling comments and would appreciate your input. Please review the document, and provide any feedback to Steve Detwiler.
IAEM Calls for Additional Work on the National Response Framework; Robert C. Bohlmann, CEM, Testifies on Readiness in the Post-Katrina and Post 9-11 World (09/11/07) IAEM has issued a news release urging the U.S. Department of Homeland Security (DHS) to work with local and state emergency managers to fix the National Response Framework (NRF). “IAEM believes that the NRF should serve as the over-arching planning document that identifies the roles and responsibilities of all potential players and the methods by which resources are requested and delivered at all levels,” stated Robert C. Bohlmann, CEM, chairman of IAEM’s U.S. Governmental Affairs Committee. “It is not rocket science – and it does not have to be 800 pages long. The draft NRF that we have reviewed appears to be more like a public relations document rather than a response plan or framework.” Bohlmann testified on Sept. 11 before the Subcommittee on Economic Development, Public Buildings and Emergency Management, Committee on Transportation and Infrastructure, U.S. House of Representatives, on "Readiness in the Post Katrina and Post 9.11 World: An Evaluation of the New National Response Framework."

IAEM Requests Member Comments on Revised National Response Framework (NRF) Released by DHS (09/10/07) Today, the new revision of the National Response Framework (NRF) was released. Download the revised version here. There is currently a 30-day comment period; the ESF comment period is 60 days. IAEM is compiling comments and would appreciate your input. IAEM Second Vice President Russell J. Decker, CEM, Will Represent IAEM on the National Advisory Council (07/03/07) IAEM Second Vice President Russell J. Decker, CEM, Director, Allen County Emergency Management, Lima, Ohio, has been appointed to serve as the association's representative on the newly formed National Advisory Council. The Council is composed of recognized experts across the range of emergency management disciplines. Its development was set into motion by the Post-Katrina Emergency Management Reform Act of 2006.
"This Council will provide advice to the Administrator of the Federal Emergency Management Agency (FEMA) on all aspects of emergency management," noted R. David Paulison, Administrator. "The mission of the NAC is to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery and mitigation for natural disasters, acts of terrorism and other manmade disasters by: incorporating input from state, local and tribal governments, and the public and private sectors; and providing input into the development and revision of the National Preparedness Goal, national preparedness system, National Incident Management System (NIMS), National Response Plan (NRP), and other related plans and strategies."
Other IAEM members who were appointed to the National Advisory Council include:

NIUSR Announces Founding of The Alliance, of Which IAEM Is a Member, in Conjunction with the Opening of the World Disaster Response Summit (05/30/07) The president and founder of the National Institute for Urban Search and Rescue (NIUSR), Lois Clark McCoy, announced the addition of NIUSR as a founding member of "The Alliance." The announcement comes as NIUSR celebrates their 30th anniversary. McCoy said, "Being a founding member of The Alliance is like getting a traditional pearl necklace for our anniversary. It took some time to form, but the natural connection that NIUSR has with other members of The Alliance made it worth the wait. We look forward to working with organizations that share our objective of making America a safer place." McCoy said, "It has always been our position that working with others to respond to emergencies is vital to achieve success so we are very proud to make official our common goals with other founding members." IAEM President Testifies Before U.S. House Appropriations Subcommittee on Homeland Security (03/09/07)
IAEM Co-Sponsors Apr. 11 EIIP Virtual Forum Discussion on Reorganization of FEMA and DHS (04/10/07) As of Apr. 1, changes to FEMA and DHS' organizational structure, including the realignment of several functions into FEMA, became effective under the provisions of the Post-Katrina Emergency Reform Act of 2006. In order to present an overview of the FEMA realignment and its implications for state and local emergency management, the Emergency Information Infrastructure Partnership (EIIP) will host a "live chat" presentation and interactive Q&A session on Apr. 11, 2007, beginning at 12:00 Noon Eastern time. IAEM will participate as a co-sponsor of this special Virtual Forum. The guest presenter will be Marko Bourne, FEMA's Director of Policy and Program Analysis since October 2006. Mr. Bourne has more than 20 years experience in governmental and legislative affairs, public affairs, marketing, and the emergency services and emergency management fields. He previously served as Acting Director of the NIMS Integration Center and as an Executive Officer with the U.S. Fire Administration. IAEM Participated in Nov. 30 Press Conference on Release of New EM Icon; FEMA Director David Paulison To Address National Press Club (11/20/06) IAEM participated in a Nov. 30 press conference regarding the release of the new emergency management icon. IAEM President Mike Selves, CEM, and NEMA President Albert Ashwood joined FEMA Director Dave Paulison and DHS Under Secretary George Foresman at the press conference, which preceded a luncheon speech by Chief Paulison at the National Press Club in Washington, DC. Paulison discussed his vision for FEMA and steps underway to make FEMA the pre-eminent emergency management agency in the United States.
