At the request of Congress, the National Academy of Public Administration is conducting a study of FEMA’s implementation of key provisions of the Post-Katrina Emergency Management Reform Act of 2006. Established in 1967 and chartered by Congress, the National Academy is a non-profit, non-partisan coalition of top public management and organizational leaders who tackle the nation’s most critical and complex challenges. As part of this study, the National Academy is holding two online dialogues to gain stakeholder input into several critical issues facing emergency management at all levels throughout this nation. The first dialogue for state-level stakeholders will remain open through midnight on Friday, July 3rd. The second dialogue will be for local-level stakeholders and will be open in early July. The National Academy is utilizing UserVoice as the platform to engage, collect, and prioritize ideas and comments. Participants are asked to submit their ideas—and to respond to the ideas of others—in three forums.

This meeting aims to attract papers in all related fields, in addition to those listed under the conference topics, as well as case studies describing practical experiences. The study of multifactor risk impact will be given special emphasis. Due to the multitude and variety of topics included, the list is only indicative of the themes of the expected papers. Authors are encouraged to submit abstracts in all areas of safety and security, with particular attention to integrated and interdisciplinary aspects. The conference is aimed at engineers, scientists, field researchers, managers and other specialists involved in one or more aspects of safety and security.

This T3 webinar will explore Regional Traffic Signal Management Programs from an intuitional and organizational perspective. Over the last decade, Regional Traffic Signal Management Programs have developed in many metropolitan areas with the primary objective of improving traffic signal timing. How successful have these programs been at achieving and sustaining this objective? What types of organizational structures, funding, and technology facilitate the operation of the system? There are many approaches to starting, organizing, and sustaining regional programs; a cross section of these, will be explored from the perspective of State DOTs, Metropolitan Planning Organizations and Local Agencies. The activities, funding sources and champions that sustain regional programs are as diverse as the regions themselves; exploring and discussing these is an important step in improving and advancing traffic signal operations nationally. The webinar will include brief presentations describing each regional traffic signal program followed by a Question & Answer discussion of questions submitted by webinar participants.

The Disaster Experience is a highly interactive workshop that will highlight the symbiotic and interdependent relationship between engineers and emergency managers. Every disaster is not created equally and this experience has been designed to place participants in a full lifecycle of a disaster situation, from understanding our vulnerabilities and the contributing factors of a built environment, the limitations of preparedness and situational awareness, the multi-discipline issues of response, and the challenges of effective recovery and mitigation. Participants will make the critical decisions any organization will have to make — and deal with the consequences of — those decisions. At the completion of the session, attendees will understand the importance of managing the socially constructed risks of our built environment; appreciate the criticality of the engineer emergency management relationship; and foster key relationships with industry professionals before the next disaster. Session participants will:
- Create a situational awareness of the socially constructed risks of our built environment;
- Understand the basic principles that guide the professions of emergency management and engineering and how they apply to critical infrastructure;
- Recognize the symbiotic relationship between engineers and emergency managers;
- Understand how emergency managers and engineers can utilize their skill sets to create an effective tool for comprehensive emergency management practices;
- Discuss lessons learned from both previously experienced disasters and future disasters that could mitigate consequences and
- Learn how to collectively get involved locally and utilize their skills and expertise in future disasters.
