The Federal Communications Commission’s Public Safety and
Homeland Security Bureau (Bureau) today announced that it will host a Summit
on the nation’s Emergency Alert System (EAS): Promoting an Effective
Emergency Alert System on the Road to a Next Generation EAS, on Monday, May
19, 2008, 9:00 a.m. – 12:45 p.m., in the Commission Meeting Room (TW-C305).
In line with the Commission’s 2007 Second Report and Order on EAS that was
released last July, the Summit discussions will focus on the current state
of the nation’s EAS and what is needed to transition to a more robust, Next
Generation alert and warning system to help ensure that all citizens receive
accurate and timely information during emergencies. The Commission will
release additional information and an agenda in the near future.
The Summit will be open to the public; admittance however will be limited to
the seating available. Those individuals who are interested in attending the

What actually happens in someone's mind when they have to evacuate a burning building, are told to shelter in place while authorities check out a suspicious package, or hear rumors of a danger chemical or biological agent release? What triggers the "fight or flight" response? Who do they listen to in an emergency situation? How do they react in a true crisis? The U.S. Department of Homeland Security has partially funded studies at universities, laboratories and industry to examine how people react to worrisome messages and news and in crisis situations. NAGC and DHS will hold a full-day workshop to focus on the science behind people's reactions and how communicators can evaluate the effectiveness of what they say and how they say it in crisis situations, and how to reach people who may be in panic mode.

One goal of FEMA is to encourage and support the dissemination of hazard, disaster, and EM-related information in colleges and universities across the U.S. In the future, more and more emergency managers in government as well as in business and industry will come to the job with college education that includes a degree in emergency management.
