This is a four-hour planning and response course for law enforcement, special response teams, fire, EMS, emergency management and school/college officials.
It appears that the “bad guys” (criminals and terrorists) are more determined, violent and heavily armed than ever before. Crisis situations such as mass shootings, terrorist threats and criminal attacks are occurring with alarming frequency. These events can occur on college/university campuses, school grounds, the workplace or other public locations.
Public safety agencies must adapt to the changes in society so that appropriate delivery of emergency services is ensured in a crisis. Responder’s safety is paramount during these types of events! Course will cover the following topics:
• Threat Assessments/Threat Groups Overview
• Pre-Incident Planning
• Multi-Agency Response
• Command Considerations
• Scene Safety
• “Lessons Learned”
• Resources for Planning & Training

This Workshop will provide a forum for researchers and developers working in the important area of indoor location and tracking of emergency response personnel to share technical knowledge and to define the state of the art. The focus of this workshop is zero pre-installed infrastructure tracking, that is systems that do not require any previously installed wiring or equipment in the target building. Further, the focus is on systems which provide complete tracking and position information on all equipped personnel to the incident command post. Simpler approaches ("homing devices") will also be considered for inclusion in the Workshop. A session will be dedicated to the physiological monitoring of first responders. This year NIST will host a session investigating standards development for location and tracking systems. Select representatives of the governmental and user communities will participate.

Many institutions of higher education focus their lightning safety programs on athletics. While the NCAA’s Guideline 1d for Lightning Safety is a great start, some schools struggle with the details on how to develop their local policies and operational procedures. Also, while athletic programs at a clear and present danger to lightning, is everyone else on campus immune? Of course not. This webinar will include a combination about the scientific facts about lightning, recommended safety practices, and examples of established lightning safety programs at select institutions. The presentations will also review a number of case studies of actual lightning events and the lessons learned from them. Presenters include:
- William Roeder, United States Air Force 45th Weather Squadron, speaking on the science behind lightning and its many avenues of attack.
- Matthew Bragaw, National Weather Service Melbourne, FL WFO, speaking on lightning safety recommendations and NWS resources.
- Andy Altizer, Georgia Institute of Technology, presenting a case study, lessons learned, and overview of the university’s safety program.
- Dave Bujak, Florida State University, presenting a case study, lessons learned, and overview of the university’s safety program.
- Keith Perry, Stanford University, will moderate this 1.5 hour-long webinar, with time for Questions & Answers at the end.

Now more than ever, hospitals must develop a secure and effective disaster plan or risk losing the ability to deliver proper care and financial stability in the wake of a major incident. Whether dealing with a natural disaster, terrorist attack, or small scale occurrence, building a successful, efficient, and documented emergency preparedness plan must be a priority. Combining the successful attributes of our disaster conferences in the past, this year's redesigned program focuses on the current 2010 disaster planning trends. The conference provides proven strategies and actionable solutions to help hospitals effectively prepare their facilities for the challenges a disaster brings. This conference goes beyond the standard planning concerns to demonstrate how to create an effective disaster plan and manage the logistical and financial recovery process.

Colonel Robert L. Ditch, USAF, Ret., AZ/DOS & IAEM CEM Commission Member, will present the following sessions at the National Civil Air Patrol's 2010 Annual Conference:
- — This presentation will explain the role that the International Association of Emergency Managers (IAEM) plays in the professional development of emergency services and emergency management individuals through the Certification in Emergency Management credential. A Certified Emergency Manager® (CEM®) has the demonstrated knowledge, skills and abilities to effectively manage a comprehensive emergency management program; the working knowledge of all the basic tenets of emergency management, including mitigation, preparedness, response and recovery; the experience and knowledge of interagency and community-wide participation in planning, coordination and management functions designed to improve emergency management capabilities; and can effectively accomplish the goals and objectives of any emergency management program in all environments with little or no additional training orientation. Many of the U.S. uniformed services, to include the U.S. Air Force Emergency Management Services and the Air Force Medical Service, have recognized the CEM® as an essential certification for its members; and especially for those who deal in domestic/CONUS emergency response. “As a retired Air Force Colonel working many emergency management issues and serving as an active member of the Civil Air Patrol, I cannot think of any other external credential more suitable and essential for CAP members. It is clearly the best and most translatable emergency services professional development program and credential existing today in our country,” stated Col Ditch, USAF, Ret, CEM.
- — Colonel Ditch will host a moderated discussion and meet one on one as time allows with CAP personnel interested in becoming a Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) as outlined by the International Association of Emergency Managers (IAEM).
