Mission
The IAEM-USA Healthcare Caucus is tasked to address specific issues with emergency managers working within hospitals and health care settings.
Formation of the Caucus (04/23/09)
IAEM-USA Region 1 President Bruce Lockwood, CEM, on Nov. 15 presented an issue paper to the IAEM-USA Board, advising creation of an ad hoc IAEM-USA Hospital & Healthcare Committee. At the Nov. 20 Board meeting, Andy McGuire indicated that he has detected overwhelming positive interest to establish a forum for hospital and healthcare facility preparedness within IAEM. He referenced a five-page proposal in the Board packets. The Board approved the creation of the ad hoc IAEM-USA Hospital & Healthcare Committee. (Note: It has since been designated a "Caucus" and re-named the IAEM-USA Healthcare Caucus, under the IAEM-USA Administrative Policies & Procedures.)

Jennifer Lord has been the Emergency Manager at Norwalk Hospital for the last 3 years. and has over 20 years of EMS leadership experience while pursuing a career in consumer product marketing. Since 2006, she has completed the Graduate Certificate in Emergency & Disaster Management at Southern Connecticut State University and the FEMA Professional Development Series, and she is currently a Master's Candidate in Disaster Medicine and Management at Philadelphia University. She is currently an Associate Emergency Manager (AEM) candidate. Ms Lord wrote the white paper proposing the Hospitals and Healthcare Subcommittee, which was approved at the 2008 IAEM USA conference.

Mr Buzzerd has over 30 years of EMS experience and currently works for hospital-based EMS system in New Jersey. He is also a part-time federal employee with NDMS and NJ1- DMAT and serves as a subject matter expert on Surge Capacity Development and Planning. Mr Buzzerd is also a founding member and current president of the IAEM student chapter at the Disaster Medicine and Management program at Philadelphia University.

Dr. Becky Dobbs is a Registered Nurse, Certified Emergency Manager®, Certified Healthcare Emergency Professional®, board-certified healthcare executive, Fellow in the American College of Healthcare Executives (ACHE), and Fellow in the American College of Contingency Planners (ACCP). She possesses critical care nursing, aeromedical evacuation, nursing administration, and health services administration experience in both the government and private sectors. She also has extensive experience in emergency management program development, oversight, and evaluation and has conducted numerous medical preparedness assessments. Dr. Dobbs frequently serves as a subject matter expert in the areas of hospital emergency management program development, medical contingency planning, training and exercise program development. Between 2005 and 2007, she supported federal interagency Pandemic Influenza (PI) planning at the U.S. Department of Homeland Security where she co-authored the DHS, Federal Interagency, and Border Security PI plans. In her U.S. Air Force Reserve capacity, Colonel Dobbs has conducted numerous assessments of medical unit preparedness, served as a medical contingency planner, evaluated medical personnel sustainment training programs, and served as an exercise planner/controller/evaluator.

Mr. Sawyer is the Director of Emergency Preparedness and Continuity Planning at UNC Healthcare Chapel Hill. He previously served as a Domestic Preparedness Programs Specialist at the Pine Bluff Arsenal, as CSEPP Training Officer/Planner and Hazard Assessment Officer for Arkansas Emergency Management, and worked for Pope County Emergency Management. He holds a Bachelors and Masters in Emergency Management from Arkansas Tech and is a certified North Carolina Emergency Management Coordinator Type IV, a Certified Healthcare Emergency Professional, and is completing his CEM application. He serves on the Board of Directors for South Orange EMS and Rescue Squad, as Hospital Chair for the North Carolina Domestic Preparedness Readiness Region 4, on the North Carolina Hospital Association Emergency Management Council, and on the University of North Carolina at Chapel Hill Emergency Response Planning Group. He also serves on the AHRQ 2009 Panel to Establish a Set of Indicators for Hospital Emergency Preparedness.

Ms Jull is currently the Emergency Preparedness Coordinator for Harrison Medical Center in Bremerton, WA (Harrison Medical Center has two hospital campuses, two urgent care facilities, and a variety of other ancillary healthcare clinics), serves as the Chair of the Kitsap County Healthcare Coalition, and serves on the Incident Management Overhead Team for the Kitsap County Emergency Operations Center. Her past experience with regional work includes being Regional Director for the National Information Officers Association (NIOA)during 2000-2001.
