Region 3 Members Asked to Donate Items for Region 3's 2012 Participation to IAEM Scholarship Basket Fundraiser (07/24/12) We are asking for donations for this year's Region 3 participation in the IAEM Scholarship Basket Fundraiser. The theme is "A Time to Relax," and we are looking for items such as gift cards to national restaurants, spas, or movie theaters; scented candles, bubble bath, lotions, creams, eye masks, or anything that would relate to relaxation. John Conklin to Serve Another Term as IAEM-USA Region 3 Vice President (07/24/12) In an online election that ended July 23, 2012, John Conklin, CEM, was reelected as Region 3 Vice President. John will continue to be the liaison for posting training opportunities, for annually reviewing and updating the bylaws, and for serving whenever the President is not available, according to Region 3 Bylaws. His term of office will start at the IAEM 60th Annual Conference & EMEX 2012 swearing-in of new officers and will run for two years until 2014.

Region 3 Members Staff Booths at University of Maryland UMUC Career Day (27 Feb 2012) IAEM-USA Region 3 member Stephan Carter, UMUC EM Academic Advisor, and Kathleen Henning, CEM, IAEM-USA Region 3 President, staffed booths at the Feb. 27 University of Maryland UMUC Career Day at Largo, MD, where several hundred students and graduates networked and looked for future employment opportunities.

IAEM-USA Region 3 Board Report, Feb. 2012 (02/17/12)

  • IAEM Exec Comm Mtg in Falls Church. K. Henning joined the IAEM Executive Committee in January for the meeting of the Executive Committee to review the IAEM/ASMII Management Agreement. The Agreement was reviewed as part of the process for approving a multi-year renewal of the contract. The committee also discussed issues regarding the Global Board, policies and procedures, and strategic planning for multi-year fiscal management and investment issues. Photos by Gunnar who also attended will be available for the Bulletin. Visit included a tour of ASMII headquarters and briefing discussions with each of the staff. Specifics will be available in Board minutes after next meeting.
  • EMPG Surveys. Shared information from GA Committee on EMPG surveys, and forwarded information to State Associations and other contacts.
  • MEMA Conference. K. Henning is working with Maryland Association officials to identify a sponsorship for the upcoming state conference May 29-June 1st in Ocean City. Information about conference and December 7th midyear meeting is available on the MEMAssociation website at http://www.mdema.org.
  • PEMA Conference. The PEMA Annual Conference will be held during the week of October 13, 2012, probably in the Pittsburgh area.
  • VEMA Conference. K. Henning has been working with VEMA conference staff on a sponsorship project for the conference to be held in Richmond, March 28-30th. K.Henning and Hui-Shan Walker are planning on attending for IAEM.
  • Vice President's Report. John Conklin participated in a KEMA Board conference call.
  • Secretary's Report. Ken Rudnicki represented IAEM at the FEMA NIMS Integration Center Resource Management Standard Development Task Group. The group evaluated draft guidance for the development of an emergency management and homeland security resource management plan. Ken also participated in the National Disaster Recovery Framework Stakeholder Engagement Workshop in Harrisburg, PA, Discussion centered around how the recovery framework will be implemented and what improvements can be made with the implementation.
  • Awards. Twelve Northern Virginia jurisdictions were honored with a 2011 Executive Citation for the www.ReadyNova.org website and multi-jurisdictional preparedness partnership (and certificates are expected to be mailed out in late Feb). Ken Rudnicki received a 2011 Executive Citation for his contributions to securing the location and a private partnership for the Region 3 conference in September. Ellis Stanley accepted the Executive Citation to Dewberry for their private partnership to underwrite the registration & meal costs for the workshop.
  • Liaison/Other Activity Reports.
    • White House Visit. On Thursday, January 19th, K.Henning was invited to the White House to represent IAEM leadership, along with Secretary Janet Napolitano, FEMA Preparedness Directorate Tim Manning, and Jim Mullin from NEMA to recognize the awardees of Champions of Change. The Awards were jointly presented by FEMA, IAEM and NEMA. Sixteen local leaders were honored as Champions of Change for their efforts to prepare their communities for disaster and build a more resilient nation. The recipients were selected through their efforts at significant innovation and creativity in working to get their communities ready for the unexpected and embraced the approach of involving all members of their communities in emergency preparedness and response, reaching out to faith-based, tribal, non-profit, private sector and community-based organizations, as well as individual citizens. The program included two panels of awardees discussing their programs through a series of questions on "best practices." Photos and details have been made available for our Bulletin.
    • Saudi Delegation Presentation. K. Henning made a presentation to the Saudi Arabian Delegation visiting IAEM headquarters on February 16th on the role of IAEM in promoting EM professionalism, our public policy role, and member services. Kate Walker discussed CEM development and credentials at the global level, and Clay Tyeryar discussed conference opportunities. Several members of the delegation joined IAEM at the meeting.
    • Gates Grant. K.Henning and Beth Armstrong are working with officials from the University of Maryland on a joint partnership grant application in consultation with Hui-Shan Walker.
    • NARR. The Association of State and Territorial Health Officials (ASTHO) convened the annual meeting of their National Alliance for Radiation Readiness (NARR) in Arlington, VA, on November 15-17, 2011. Frederick Frey, Planner at the Maryland Emergency Management Agency (MEMA), attended the meeting to represent (IAEM), which was invited to join this year. The intention was to include the emergency management community in contributing to NARR policies pertaining to Emergency Support Function 8 responsibilities. The National Emergency Management Agency (NEMA) is also a member of the NARR.

IAEM-USA Region 3 Board Report, Dec. 2011 (12/07/11)

  • Annual Conference. All three Region 3 officers, Kathleen Henning, John Conklin, and Ken Rudnicki, attended the IAEM Annual Conference in Las Vegas. Region 3 contributed $1500 to the Scholarship Fund, including participating in the student fundraising auction. Items that were successfully bid will be rebid to Region 3 members in a silent auction. Region 3 was asked for monies for stipends for students to attend the annual conference. We again underwrote the fee for the conference shirt for any Region 3 member that volunteered as conference staff. Thanks to those who contributed to the Region 3 Sports Theme basket.

  • Region 3 Meeting. FEMA Region 3 Administrator Maryann Tierney joined the Region 3 meeting on Sunday November 13 at annual conference. We were not able to cover all the agenda due to presentations from the national office candidates (John Conklin was candidate for Vice President). But we had a very informative Region 3 meeting. Maryann Tierney organized the Regional Administrator's workshop and Region 3 members were encouraged to come to that session.
  • Vice President's Report. John Conklin participated in several conference calls as the IAEM rep to the KEMA Board relating to the rewrite of PA Title 35 "Health and Safety" Statute, discussed ownership of the PA Homeland Security program issues between PA State Police and PEMA (HS was officially removed from previous PEMA responsibility and placed into PSP operations) and provided input towards updates to PA certification requirements for EM practitioners.
  • Secretary's Report. September 27-29, Ken Rudnicki participated in the Federal Emergency Management Agency National Level Exercise (NLE 2011) that introduced the new National Disaster Recovery Framework. The discussion based exercise utilized the six Recovery Support Functions along with State and local emergency managers focused on long-term recovery following a massive New Madrid earthquake. November 9, Rudnicki attended the first nationwide test of the Emergency Alerting System at the Federal Emergency Management Agency National Response Coordination Center. Received a briefing on the evolution of the alerting system and where the system is headed with the Integrated Public Alert and Warning System (IPAWS). December 6, will attend a stakeholder meeting on the Lessons Learned Information Sharing (LLIS.gov) website. The stakeholder meeting will focus on how the whole community can promote, share, and collaborate.
  • Liaison/Other Activity Reports:
    • NFPA Emergency Shelter Project. K Henning is part of the IAEM working group looking at the NFPA Emergency Mass Shelter project. Comments are due in January.

IAEM-USA Region 3 Board Report, Oct. 2011 (10/04/11)

  • Region 3 Conference. Over 100 participants joined in the Region 3 first joint regional conference, held September 19th in collaboration with FEMA Region 3. The conference was held in Fairfax, Virginia. FEMA Region 3 Administrator Maryann Tierney was the keynote speaker for the Region 3 Time to Remember, Time to Prepare- Whole Community Planning Workshop.
    • Unfortunately Sheree Fugate was not able to come at the last minute due to illness. Executive Director Beth Armstrong and Region 3 President Kathee Henning each gave presentations on IAEM, updates on programs, and our relationship to FEMA. IAEM Policy Advisor Martha Braddock held a workshop on legislative updates.
    • Topics included presentations from PA, VA, and MD on the recent hurricane and flooding declarations, public and private partnerships, CERT, Children in Disaster Commission Report, and other subjects related to Whole Community Planning. (Program summary listed at end)
    • VDOT was a sponsor by offering the facility to Region 3 at no charge. Dewberry Consulting was the platinum donor by covering all the meal costs and some supplies. Display areas were set up by IAEM and FEMA.
    • Certificates of Appreciation were awarded to all speakers. Ken Rudnicki, Region 3 Secretary, was awarded an IAEM Challenge coin for his outstanding efforts in organizing the location and donor activities.
    • The financial report and evaluation summary will be filed separately. The conference was given very high marks by attendees and overwhelmingly they applauded the program, and requested that the conference be repeated again next year.
  • KEMA Annual Conference. The Pennsylvania Keystone Emergency Management Association held its annual conference September 24-28 and IAEM Region 3 VP John Conklin represented us.
  • Scholarships/Stipends. Region 3 continues to collect monies for the Scholarship Fund for 2011. Region 3 has a sports theme for the Student Scholarship basket and contributions of shirts, hats, and other sports memorabilia are requested from members. Region 3 has also been asked for monies for stipends for students to attend the annual conference. We will again underwrite the $20 fee for the conference shirt for any Region 3 member that volunteered as conference staff.
  • Liaison/Other Activity Reports.
    • Getting It Real 2: Disability Whole Community Planning Conference. Kathee Henning was a speaker at the FEMA conference in Crystal City VA September 12-14 on Children in Disaster.
    • IAEM Annual Conference. Kathleen Henning will be a speaker on Collaboration in a Non-Collaborative Environment. Topic was a follow up on webinar provided via FEMA, and including Ben Curran, Rocky Lopes, and Ollie Davidson to NVOAD, VALS and other disaster recovery and donations management volunteers last spring.

Results: IAEM-USA Region 3 Officers Election (07/25/11) The Region 3 Officers Election ended July 22. Kathee Henning was re-elected as President of IAEM-USA Region3, and Ken Rudnicki was elected as Secretary of IAEM-USA Region 3.

Vote Online: IAEM-USA Region 3 Officers Election (07/11/11) The online IAEM-USA Region 3 Officers Election will begin on Tuesday, July 12, 2011, at 9:00 a.m. ET, and will end on Friday, July 22, 2011, at 5:00 p.m. ET.

Call for Nominations: IAEM-USA Region 3 Officers Election (06/14/11) The call for nominations for the IAEM-USA Region 3 President and Secretary positions was sent via email to all Region 3 members on June 14, 2011. (Note: The Vice President position is elected in the even-numbered years, which will be in 2012.) Interested candidates should send their candidate statements (no more than 150 words) to IAEM election facilitator Karen Thompson at thompson@iaem.com, no later than July 7, 2011. The online election will be scheduled after that date. To learn about eligibility requirements for these positions and their responsibilities, download the Region 3 Bylaws.

IAEM-USA Region 3 Board Report, Mar. 2011 (03/04/11)

  • EMPG- Several emails were sent out, calls were made, and other steps taken to encourage participation in the EMPG survey for the Govt Affairs Committee.
  • Region 3 Conference- Region 3 is looking into a joint regional conference to be held with FEMA Region 3. K. Henning met with Region 3 FEMA Administrator Mary Ann Tierney in Philadelphia December 6. Ms. Tierney will be attending the March VEMA conference and is working with K.Henning to organize a workshop at the Maryland State Emergency Management Conference in June.
  • Clay Tyeryar met with representatives from the Government Program of Capella University to discuss sending an SME to a Region 3 conference in the spring. Will follow up after FEMA discussions.
  • KEMA- The Pennsylvania Keystone Emergency Management Association has posted its first online newsletter.
  • MEMA- K. Henning attended the Maryland Emergency Management Association/Maryland Emergency Management Agency Midyear Conference December 9 in Reisterstown. Speakers included FEMA Region 3 Administrator Mary Ann Tierney and MD State Executive Director Richard Muth. In February Kate Walker (new CEM staff) contacted MEMA and the Association to have a CEM workshop at the June conference in Ocean City.
  • VEMA is holding its annual conference in Richmond March 30-April 1, 2011. We have negotiated for a booth at the conference, and are staffing it with Region 3 members, coordinated by Ken Rudnicki. The conference was moved from Hampton Roads to Richmond be closer to state legislators and the state emergency management offices.
  • Regional Meetings -K. Henning attended the regional Southeastern RTF meeting, hosted by the Delaware Valley Emergency Management and Homeland Security Coordination Council on December 7 in King of Prussia, PA. Over 125 attended. PA, MD, DE, and FEMA had speakers. Henning presented an update on activities of the Government Affairs committee and plans for a Region 3 conference.
  • Scholarships/Stipends-Region 3 continues to collect monies for the Scholarship Fund for 2011. Region 3 also raised monies for stipends for students to attend the annual conference. We underwrote the $20 fee for the conference shirt for any Region 3 member that volunteered as conference staff. We provided stipends to students from Region 3 and from other regions to attend the annual conference. Thanks to KEMA (Keystone Emergency Management Associations) for a donation of $350 which supported stipends for students to attend the 2010 IAEM Annual Conference.
  • Board Retreat- K. Henning will be attending the IAEM Board Retreat in Reno March 28-30.
  • Website Updates- Region continues to routinely update its website with training opportunities. This effort is coordinated by VP John Conklin.
    Liaison/Other Activity Reports:
  • Citizen Corps- K. Henning participated in the Citizen Corps Webinar March 1 on "Getting Active in Emergency Preparedness: Ideas to Help Your Organization Prepare Communities for Emergencies ." The webinar was over-subscribed so the visuals and the audio will both be able on the Citizen Corps website by March 4. The major topic was the Great Central US Shake-Out Earthquake drill planned for April 28th for the central regions.
  • EMI- K. Henning represented IAEM at the Hispanic Colleges and Universities program at EMI Dec. 13-16. She had previously attended the Historically Black Colleges and Universities, and the Tribal Colleges and Universities classes and made similar presentations on Emergency Management as a profession, IAEM, CEM certification, and potential jobs in the field for college graduates. Brandan McCluskey also presented information on the Student Council as part of his presentation on practices on college campuses.
  • HACU- On December 14th K. Henning met with Douglas Garcia, Executive Director of Federal Relations and Outreach from HACU, Hispanic Association of Colleges and Universities at EMI to discuss potential partnership with IAEM. Follow up with IAEM headquarters is requested.
  • Safe America- Stephen Krill, IAEM-Reg 3 Secretary, represented IAEM at a summit hosted by the SafeAmerica Foundation on the national “9/11 Drill Down for Safety Campaign” held Wednesday, December 1 at the USA Today/Gannett Headquarters in McLean, VA. The summit agenda included topics such as using social media, earning CEUs via “Drill Down,” creating a global emergency resilience alliance, and exploring individual and community readiness. The SafeAmerica Foundation conducted a tabletop exercise to demonstrate how to communicate in an emergency using social media tools.
  • All Hazards Consortium- K. Henning met with Tom Moran to follow up on IAEM participation at All Hazards Consortium Workshops to discuss catastrophic planning and other issues. The next workshop includes the states of NC, VA, DC, MD, WV, PA, DE, NJ and NY.

IAEM-USA Region 3 Board Report, Feb. 2011 (02/09/11)

  • VEMA is holding its annual conference in Richmond March 30-April 1, 2011. IAEM will have a booth at the conference and is looking for Region members to staff the booth. Mary Ann Tierney, Region 3 Administrator will be at the conference all week.

  • Scholarships/Stipends: Region 3 continues to collect monies for the Scholarship Fund for 2011. Region 3 continues to raise monies for stipends for students to attend the annual conference.
  • CEM: The CEM Commission will meet at IAEM HQ February 21-25. There are currently 1,155 CEMs/AEMs of which 1,083 are US and 72 are International. Clay/Beth hired a new CEM Administrator, Kate Walker, who started February 3.
  • DHS: John Conklin and Stephen Krill will be representing Region 3 for the DHS Alerts and Warnings through Social Media conference call Feb 10th.
  • Board: K. Henning participated in the February Board monthly conference call. Discussion included issues and motions regarding performance of the National Weather Service, actions by the Global Board, and briefing on Region 7 workshop.
  • Board Retreat: K.Henning will be attending the IAEM Board retreat in Nevada March 28-March 31th.

  • Public Private Partnership/Citizen Corps: K. Henning participated in the Feb 8 Citizen Corps best practices Webinar. A copy of the webinar and the Powerpoint slides is available on the Citizen Corps website.
  • FEMA: K. Henning participated in the FEMA hosted NVOAD conference call on Management of Unsolicited Donated Goods and Unaffiliated Volunteers on Feb. 8. She will be a speaker for the March 8 conference call which will be discussing Govt/NGO Collaboration during disasters. Other speakers will include Ollie Davidson, Rocky Lopes, and Ben Curran.
