REGION 3 OFFICERS
Kathleen Henning, MA, CEM, is the former Emergency Management Coordinator for Montgomery County, Md., with 29 ½ years government service. Currently, she represents you on the IAEM Government Affairs Committee, and serves as liaison to the National Voluntary Organizations Active in Disasters, Home Safety Council, National Citizen Corp Council, and Council for Excellence in Government (PRI Initiative). She has represented emergency managers on the NVOAD Volunteer Management and ESF 6 conference calls with FEMA since Katrina and Rita.
As President of KGHenning & Associates, LLC, Emergency Preparedness, Response and Recovery she shares your concerns as she continues to work with governments and businesses in our region. She has extensive experience in all-hazards emergency management, emergency medical services, and implementation of long-range strategic planning. Her other experience includes former Board of Directors of National Association of Search and Rescue and the Lowes Home Safety Council.
She is a Past President of Maryland Emergency Management Association. Ms. Henning was previously the Governor’s appointed Emergency Management member to Montgomery Co. Local Emergency Planning Council and day to day administrator; Montgomery Co Emergency Management Group; Governor’s Emergency Management Advisory Council/State Emergency Response Commission Executive Committee; member Wash. Metropolitan Bioterrorism Task Force; member, EMG Hospital and Health Issues Committee; IAEM representative to FEMA Readiness, Response, and Recovery Capability Task Force and various other DHS and FEMA stakeholder groups.
Kathee Henning is CERT trained, and also a life member and volunteer firefighter with Gaithersburg Washington Grove Vol. Fire Dept since 1981, and continues to work mentoring 14-17 year olds in the fire department.
John Conklin has more than 34 years total experience in the first responder and emergency management/homeland security field. Currently he is the County Administrator, County of Northampton
Orefield, Pennsylvania. He has served as a fire officer/EMT, elected Township Commissioner (Public Safety), Chief of Special Operations (hazmat/technical rescue), 911/Communications Center Director; municipal and county Emergency Management Director, receiving Professional Emergency Manager Certification in Pennsylvania. He has responded to the 1977 Johnstown Flood, Three Mile Island, 2003 Lehigh Valley SARS incident; and various snowstorms, drought, flooding, explosion, and tropical weather events in Pennsylvania and Florida. He responded Sept. 11, 2001, to the World Trade Center as a FEMA Urban Search & Rescue (USAR) PA TF-1 Planning Team Manager. He was involved in working Florida hurricanes Charley, Frances, Jeanne, Katrina, Rita, and Wilma and significant events such as the Free Trade Agreement of the Americas conference, Organization of American States conference, NBA Championship, MTV Awards, Presidential visits, National Governor’s Conference, and others.
Ken Rudnicki is an
experienced Emergency Manager with over 30 years experience in all aspects of
the emergency management program. He is currently the emergency coordinator for
the City of Fairfax in northern Virginia. He has worked at the local, state, and
federal levels of government as well as in the private sector as a consultant.
He is a Certified Emergency Manager® with the International Association of
Emergency Managers (IAEM), Virginia Emergency Management Association (VEMA), and
the Florida Emergency Preparedness Association (FEPA). Ken has responded to over
15 federally declared disasters and numerous smaller scale incidents both in the
US and abroad.
Since joining the IAEM, Ken has served on the IAEM-USA
Conference Committee and IAEM-USA Membership/Marketing Committee. After relocating to Virginia,
Ken joined VEMA and has served on various committees and is now the current
association president.
