Kay Goss, CEM, will share her experiences and insights on preparedness taking advantage of National Preparedness Month. She has three decades of experience working as a Federal and State administrator, as well as a senior advisor in areas of emergency management, including emergency preparedness, mitigation, response and recovery. For more than six years before coming to Systems and Research Applications International (SRA) in 2007, where she currently serves as the Director of Emergency Management and Crisis Communications, she served as Senior Advisor for Homeland Security, Emergency Management, and Business Continuity at Electronic Data Systems Corporation (EDS), the global technology company.
Before her private sector leadership and management, she served in the as the Associate FEMA Director in charge of the National Preparedness, Training, and Exercises Directorate and as the Senior Assistant for Intergovernmental Relations for the Governor of Arkansas.
This event will take place in the Horizon Ballroom of the Ronald Reagan Building and International Trade Center located at 1300 Pennsylvania Ave., NW Washington, DC. The event is FREE for EMPOWER Associates and Student Associates. You will need to log into the EMPOWER system using your username and password. The event is $20 for those who are not EMPOWER Associates. The event registration fee will be refunded if you join EMPOWER within one week of the event.

Region 3 Vice President Hui-Shan Walker has announced her candidacy for the Second Vice President position in IAEM. At this time the other candidate running is Jeff Walker from Ohio. Contact Kathee Henning for further details.
Region 3 Elections- Nominations for President and Secretary are open until July 27th. The bi-annual election will be held August 3-August 7th online.
Over 750 representatives from across the country, representing Citizen Corps Councils, Affiliates, Partners, and Emergency Managers have been invited to the National Community Preparedness Conference in Crystal City, Virginia, August 9-13th. Notices have gone out to Region 3 members encouraging attendance by registering at the www.iaem.com website. Although registrations are now waitlisted, there will be openings for the conference for a number of individuals on the waitlists.
: A post conference workshop for 21 nationally recognized Emergency Managers will be funded by DHS, to cover travel and expenses. The purpose of this workshop according to the Cooperative Agreement, is to develop toolkits "to educate Emergency Managers on the Citizen Corps collaborative approach to citizen preparedness and participation and to provide direction on servicing on state and local Citizen Corps Councils and participating in multi-disciplined planning with community civic leaders. " The IAEM Board members were all invited, and K.Henning will be representing Region 3.
: Kathee Henning attended the IAEM Mid-Year Meeting at Emmitsburg EMI in June. She was active with the Government Affairs Committee. Sustainable funding for EMPG has been the major issue this year. Tim Mattingly addressed Government Affairs Committee at the IAEM Midyear conference.

: A number of members of the Region attended the conference and heard Grants Administrator Ross Ashley report out on procedures for matching for EMPG.
: KEMA dinner is September 27 and conference will follow. Regional members are expected to staff the IAEM booth. Congratulations to Bradford County, a finalist for the National Citizen Corps Awards, with selection by CCC, IAEM, and NEMA! Bradford County will receive the award at the National Community Preparedness Conference in August.
: President K. Henning attended the Board Retreat in Phoenix in March.
: A number of emails regarding signatures for the EMPG colleague letter, and the EMPG survey were sent to Region 3 members.
: Secretary Treasurer John Conklin will be heading up the Scholarship Basket activities this year at the annual conference. More details to follow before the IAEM Annual Conference. The Officers The Officers of Region 3 on behalf of the Region, advised IAEM headquarters that we will be donating $800 from Region 3's account be paid for (4) student registrations of students from Region 3 for the 2009 Annual Conference to Orlando. We have also authorized that $200 will be available to support an Emergency Manager in Region 3 defray registration expenses (will be competitive with preference given to financial need). Contact IAEM headquarters Sharon Kelly if you are interested in seeking this scholarship. $270 was authorized for payment to volunteers to defray expenses from the 2008 conference (payments had been deferred until headquarters could manage 2008 expenses.) Private sector donations to Region 3's Scholarship Fund are currently being sought. Donations are tax deductible to the amount allowed by law under the 501(3)(c) standing of IAEM.
: K.Henning represented IAEM as a speaker at the National Academies of Science "Children in Disaster Workshop" in June. Kathee has been appointed to the National Commission on Children subcommittee on "Evacuation, Transportation, and Sheltering" of Children in Disaster. K.Henning has participated in conference calls with the committee.
: The Commission has circulated a draft Annex on Sheltering, co-developed with American Red Cross, for jurisdictions to use this summer in the event of a major event. The Annex addresses the unique needs of children.
: Save the Children, IAEM, and EMI have partnered to develop a new course on Children in Disaster. A pilot will be presented at the National Conference on Community Preparedness in Virginia August 12th.
: IAEM was appointed to this committee and K.Henning serves as the representative. The Committee met on Friday, May 8, 2009. The Committee is jointly Chaired by FEMA Volunteer and Donations and NVOAD. The MOU with AidMatrix has now been signed with 33 states, with monthly calls to partners to update them. AidMatrix is the web-based program that manages donations and matches them with nonprofit organizations, mostly VOAD.
: US Freedom Corps no longer exists, and all assets were moved back to the Corporation for Community Service. Kathee Henning attended the annual conference in San Francisco for the rollout with First Lady Michele Obama for the United We Serve program.
: The FEMA Private Sector Office, newly reorganized last year, will be the gateway for large corporations and donations to contact during a disaster, but the resources are moved on to the VOADs. Dave Stovall Chairs the IAEM Private Sector committee and K.Henning has been the Board liaison to this Committee which has been very active this year.

The Board of Directors of IAEM met in Phoenix last week for a very productive and interesting board meeting/retreat. I was pleased to be able to attend on your behalf.
Among the key discussions and priorities for the organization for 2009/2010 will be a highly productive Annual Conference in Orlando in November and increasing involvement with the committees under the new structure. We will be having our midyear conference at EMI immediately following the FEMA Higher Education Conference in early June. This year we will be working closely with Congressional staff to make sure that the issues of EMPG and EMI funding continue to be recognized as priorities for Emergency Managers, and appropriately addressed in the new Administration's budget.
We have a special committee working on EMI issues and a new IAEM committee on Health and Hospitals. Other committees have become re-energized this year, including the Public and Private Partnership Committee under Shane Stovall and Co-Chair Stephan Krill from Region 3. Consider becoming more involved by working on a national committee or on a special project for IAEM. (This is also a great way to advance in your CEM or recertification for CEM efforts.)
IAEM will be working with other national organizations on Children in Disaster, including a new course to be piloted this year. We will include the topic at both the National Community Preparedness Conference and our national conference. Watch for exciting advances in this area.
We continue to work with FEMA National Office of Citizen Corps on the National Community Preparedness Conference to be held in Crystal City, Virginia August 9-12th. I have been meeting with FEMA Citizen Corps officials over the past several months to help with the collaboration on this effort. We covered the new NETGuard IT Corp program in the last bulletin. For more information on this program contact either me or Jackie Snelling with National Citizen Corps.
Check out your organization's Bulletin over the next several months for information on the IAEM-USA Council activities, and support your organization in this most critical time for Emergency Managers. We will continue to support the Bulletin, national conference, scholarships, and website as services to you as part of your membership.
Our Policy Advisor Martha Braddock and Government Affairs Chair Randy Duncan encourage you to write letters, make calls, and visit your Congressional delegation over the next several months on behalf of IAEM. We are being asked more than ever for our views, so make your opinions known. If you are planning a visit to Washington to meet with any of your Senators or Congressional Representatives, please contact me or Martha Braddock and we can help you with your visit.
And this is an especially important time to support your organization by paying your dues, and encouraging others in your offices and organizations to join IAEM. We will continue to make our voices heard with a strong organization that speaks on your behalf. This year we will be expanding our efforts to work more closely with the State Associations, and especially state and local legislative liaisons.
This year Region 3 will again support our State Conferences by providing a booth, sponsoring an event, or provide funds to the VEMA, MEMA, and KEMA (yes our Keystone, not Kentucky) conferences to ensure that a portion of your dues supports local educational and association efforts. If you have information about association meetings or conferences in DC, DE or WV, I would love to hear about them. Please contact me so that your officers can support your local efforts.
In these very tight economic times, it is especially important that we support the education of the next generation of Emergency Managers. At the national conference in Kansas City we donated funds to student scholarships through the IAEM Scholarship fund, and also to students from Region 3 who volunteered at the conference. If you or your employer, or other organization is looking to support an excellent cause, consider donations to the IAEM Scholarship fund this year.
ICS 300-400 Classes
In response to my request for information about ICS 300-400 classes available to our regional members, we got back several offers. These will be posted on our website with the contact information. In the meantime, our Vice President Hui-Shan Walker is our point of contact for promoting free or low cost training available to our members. If you or your organization is offering a training opportunity open to individuals outside your jurisdiction or organization, please contact us on the website and we will post it.
IAEM has a job bulletin board and we will post your Emergency Management jobs and points of contact on the website. Please consider contacting us to share your information with our members since you will be promoting the profession, as well as better serving your organization, and helping each other. Networking truly works within our organization.

John Conklin Elected as IAEM-USA Region 3 Secretary/Treasurer (01/18/09) John Conklin, CEM, was elected IAEM-USA Region 3 Secretary/Treasurer in a special election that ended on Jan. 16, 2009.
