Report from Bruce Lockwood, CEM, IAEM-USA Region 1 President
The Region 1 conference was well attended with approximately 65 attendees representing all of the New England states. We were welcomed by Major Leyden of Providence College Public Safety as well as Rhode Island Emergency Management Association President Bob Howe. The speakers for the day included:
- J.R .Thomas of Save the Children and Past President of IAEM. His presentation on preparing for children in disaster was informative and provided the attendees with historical information from recent disasters as well as guidance for future disasters. - Art Cleaves the Region 1 FEMA administrator took time out of his busy schedule to address the attendees, providing information to attendees about some of the on-going projects and assistance that Region 1 FEMA can provided. He also discussed the commitment of the current administration to have a seamless transition.
- Liz McDonald from Massachusetts Emergency Management provided information on the Massachusetts Recovery Alliance and the critical and usually overlooked role of recovery. Massachusetts program has successful partnered agencies, organization, and private sector to meet the need of their citizens during recovery.
- Roberta Clarke from Massachusetts Department of Public Health gave an overview of the Homeland Security and Exercise Evaluation program. Her presentation showed how “do able” (HSEEP) really is, and how it can be an extremely useful tool.

- During lunch, Dan Currie from DHS GETS/WPS provided information on how the GETS/WPS system works and how to apply for access.
- Martha Braddock, IAEM Policy Advisor and Bob Bohlmann, CEM, IAEM Government Affairs Chair, gave a brief presentation about what our policy advisor does and well as what issues the Government Affairs committee has worked on. We discussed the successes of IAEM at the federal level and how that only happens when we have people at the local level able to reach out to their state legislators.
- COL. Ret Larry Porter, CEM provided a coaching session on the Certified Emergency Manager®, discussing the requirements, and dispelling some fears about the process. Download CEM® Application Coaching Presentation | Download CEM® Overview Presentation
- Gregory Banner, CEM from the US Department of Health and Human Services provided an overview of the Department and provided information related to ongoing programs and initiatives. Download HHS Presentation
This year's conference was a great success, and we need to thank the following individuals, and businesses: ESI for providing our breakfast, Beck Disaster Recovery for providing Lunch, Providence College for hosting us in a beautiful facility, most of all I personally want to thank Koren Kanadanian, Providence College’s Emergency Manager. Koren never said no and logistically made everything happen.

Region 1 President Pamela L'Heureux Represents IAEM at Seminar on Financial Management in Major Emergencies; Event Supported by IAEM (10/28/07)
Region 1 President Pamela L’Heureux represented IAEM at an Oct. 17 seminar at Simmons College in Boston on "Excellence in Financial Management Before, During and After a Major Emergency," hosted by the Council for Excellence in Government in partnership with IAEM, Visa and JP Morgan Chase. The session convened local, state and federal experts in the areas of financial management and planning to discuss strategies to effectively prepare for, respond to and recover from a major disaster. The keynote address, presented by Juliette Kayyem, Undersecretary of Homeland Security, Commonwealth of Massachusetts, focused on business and government in an emergency.
Charles Connell from JP Morgan Chase and Darren Muise from Visa USA provided excellent information to seminar participants.
