Continuity Successes & Challenges - How Are We Measuring Up?

Offered by the Association of Contingency Planners, the symposium will provide small business owners, managers and practitioners with the opportunity to engage with noted speakers presenting innovative tools, strategies and solutions to successfully implement world-class continuity and emergency management practices. This comprehensive event will bring together public and private sector leaders, business owners, emergency managers, and business continuity planners. The association's goal is to provide specialized information, thought-provoking ideas and useful takeaways on how to successfully address and implement continuity and emergency management initiatives and overcome challenges.
 

Results of Region 3 Online Election Announced (08/22/08)

IAEM-USA Region 3's online election ended Aug. 22 at 5:00 p.m. Eastern time. Hui-Shan Walker was elected IAEM-USA Region 3 Vice President. The proposed Region 3 Bylaws were approved.

Region 3 Online Election Will Be Held Aug. 16-22, 2008 (08/03/08)

IAEM-USA Region 3 will hold an online election for regional vice president and a vote on the proposed Region 3 Bylaws.

  • Bylaws - Region 3 completed bylaw changes and they were posted to the Region 3 membership for review. Changes will bring Region 3 bylaws in line with the bylaws passed by IAEM-US in June.  Voting will be held August 16-22, 2008. Thanks to VP Stacy Peerbolte, the Region 3 bylaws committee and officers for their efforts. Proposed bylaws are posted here.
  • Election of VP - Region 3 will hold an online election for its Vice President position August 16-22, 2008
  • Citizen Corps Conferences -  National Citizen Corps Office is sponsoring an Invitation only Citizen Corps Conference for 2008 in Oklahoma City August 18-22, 2008. Larry Gispert, Beth Armstrong and Kathee Henning have been invited to attend on behalf of IAEM. 
  • Student Chapter -  K. Henning continues to work with the University of Maryland Dean and Academic Director to set up a student chapter by this September.
  • RAC – Region 3 Secretary/Treasurer H. Walker attended the Region 3 FEMA Regional Advisory Committee meeting in Richmond July 16-17 as a council member.
  • All Hazards Call in – K. Henning participated in the monthly All Hazards Consortium Regional Conference Center Call In for Catastrophic Evacuation Planning for the State of Maryland July 10, 2009.  The meeting participants addressed special medical needs shelters, special authorization to use school buses, and recently held statewide LE208 Hurricane Exercise. 
  • SME - Thanks to Region 3 Radiological SMEs Thomas Moran,  Dr. Karen Cieslewicz, and Bill Stevenson, who represented IAEM at the Joint FEMA.NRC Exercise Scenario Task Force meeting in June in Reisterstown, Maryland. The report was forwarded to IAEM Officers and K. Henning.
  • State Conference – The Pennsylvania state association, KEMA (Keystone Emergency Management Association), will be holding its annual conference in September, and K. Henning has been asked to be a luncheon speaker.

Announcement of Region 3 Election (07/09/08)

Deadline for Nominations for Region 3 VP: Aug. 1, 2008

An online election for Vice President of Region 3 will begin on August 16, 2008. If you wish to submit your name as a candidate for Region 3 VP, please e-mail President K. Henning at prepare4@earthlink.net. E-mail us a brief summary (maximum 150 words) of your background and issues to Kathleen Henning, President IAEM Region 3. Nominations must be submitted no later than August 1, 2008. The duties of the VP are as follows:

Vice President

A. The Vice President shall assist the President as a member of the Region 3 Officers. The Vice President shall perform the duties of the President in the absence or disability of the Officer and perform other duties as required by the Administrative Policies and Procedures of IAEM-USA.

B. The Vice President will present a report on recommended changes to the Bylaws at the annual or special meetings.

Section 3.  Qualifications of Officers

A. To be elected or appointed an officer, an IAEM Region 3, a member shall meet the following requirements:

1. Has been an individual member in good standing of IAEM-USA for a minimum of two consecutive years prior to seeking office and residing or working in the geographical division of the region.

B. To be placed on the ballot for election to the office of Region 3 President,  Vice President, or Secretary the member must:

    1. Have been an individual member for a minimum of two consecutive years prior to seeking office except the Student Region representative.

    2. In order to be placed on the ballot for election to office, the person must meet the qualifications as established in the IAEM-USA Administrative Policies and Procedures.

C. A person cannot hold and run for more than one regional office at a time.

Once your membership status and eligibility for the office have been confirmed (for example, two years prior membership in good standing), your information will be shared on the Region 3 Web site. Thank you in advance for your support throughout the year.

Region 3 Report

  • IAEM Mid-Year Meeting: K. Henning attended the June IAEM Mid-Year Meeting at EMI and participated in the Government Affairs Committee meeting and the IAEM Board meeting.
  • Citizen Corps Conferences: At the IAEM Mid-Year Meeting, K.Henning spoke to DHS/FEMA Preparedness Deputy Administrator Dennis Schraeder about the need for a cooperative agreement for a 2009 Citizen Corps Conference. Kathee Henning also discussed IAEM’s offer to organize another National Community Preparedness Conference with Brock Bierman, DHS Citizen Corps Office. DHS is looking at a possible early year conference. National Citizen Corps Office is sponsoring an invitation-only Citizen Corps Conference, Aug. 18-22, 2008, in Oklahoma City. Larry Gispert, Beth Armstrong and Kathee Henning have been invited to attend on behalf of IAEM.
  • FEMA Higher Education Project Conference: K. Henning participated at the June conference as a plenary speaker with Dr. Rocky Lopes, Terrorism Program Manager, National Association of Counties. The session was titled “Collaboration in a Non-Collaborative Environment.”
  • IAEM-USA Region 3 Bylaws: Officers have been working on new draft to bring Region 3 bylaws in line with newly approved IAEM-USA bylaws and to include language for online elections and certain administrative changes. K.Henning and S.Peerbolte are working with a bylaws committee to help with initial review. Bylaws will be circulated this summer to membership for approval.
  • Region 3 Officers Meeting: Officers met by conference call this month to discuss Region 3 business including revision to bylaws, financial audit report, expansion of SME lists with new topics, Regional Advisory Council updates, election of Region 3 VP, and other topics.
  • State Conferences: Officers have attended two state conferences this year and plan on a third conference in September:
    • Virginia: President Henning presented at a Plenary session of the Virginia Emergency Management Association conference on IAEM updates. She also chaired the Region 3 meeting, held during the conference, and staffed the IAEM booth. Hui-San Walker is now President of VEMA as well as Secretary/Treasurer of IAEM-USA Region 3. VP Stacy Peerbolte was not able to attend the Region 3 meeting, but did come down to VA for a Region 3 officers meeting with Henning and Walker.
    • Maryland: Kathee Henning presented at the Maryland Emergency Management Association conference and staffed the IAEM booth, providing information on CEM and IAEM membership.
    • Pennsylvania: The Pennsylvania state association KEMA (Keystone Emergency Management Association) will be holding its conference in September, and K. Henning has asked to attend on behalf of IAEM.
  • RAC: Region 3 Secretary/Treasurer H. Walker will be attending the Region 3 FEMA Regional Advisory Council meeting, July 16-17, 2008, in Richmond, as a council member.
  • Financial Audit Report: K.Henning completed and forwarded to IAEM headquarters the annual required financial audit report under the national IAEM 501(3)C requirements. Region 3 maintains its financial records through national IAEM headquarters and does not have a separate checking account. This year Region 3 supported the VEMA and MEMA conferences and attended meetings as reported at Region 3 meetings.
  • Student Chapter: K. Henning has been working with Brian Silva and the University of Maryland Dean and Academic Director to set up a student chapter by this September.

Region 3 Meeting (03/18/08)

President Kathleen Henning attended the Virginia Emergency Management Association Conference "It Can Happen Here" and staffed the IAEM booth March 11-14, 2008, in Hampton Roads, Virginia. IAEM-USA Region 3 held a regional meeting in conjunction with the conference on March 12 at the Hampton Roads Convention Center.  Kathleen Henning and Hui-Shan Walker were able to attend the regional meeting. Stacy Peerbolte joined them on Thursday for an officers special meeting to review communications, bylaws, and support to the FEMA Regional Advisory Council and the upcoming May MEMA Conference.

Call for Applications for 2008 Maryland Emergency Management Association Scholarships (03/04/08)

The Maryland Emergency Management Association has issued a call for applications for its 2008 scholarship program for Maryland high school seniors. The association is offering five $1,000 scholarships, one scholarship per area in the state. Download application with complete details.

Region 3 Scholarship Basket Plans for 2008 (01/21/08)

Special thanks to VP Stacy Peerbolte and Secretary Hui-San Walker for working together to make the 2007 Region 3 basket at the Reno conference a huge success. This past year we had a barbeque theme in keeping with our trip out west, and our basket included hot sauces and a ticket for a grille.

In 2008 we are heading to Kansas, right during the national election year. So it is not too early to start thinking about a theme for Region 3's 2008 basket. Donations are provided by the regional members, and the basket is auctioned off during a silent auction, with the proceeds going to help the IAEM Scholarship Fund.

This year Hui-San Walker will be coordinating the Scholarship Basket for Region 3. Contact her directly at hwalker@cityofchesapeake.net with your ideas for this year's theme. When collecting items, we encourage you to be creative and select items that reflect our region. For example, a bottle with a sports team or a bib with a tourist town are examples of how we can creatively incorporate the uniqueness of our region into the theme of this year’s basket. 

Henning Represented IAEM at All Hazards Consortium Briefing to Senior Federal Government Leadership on Fusion Centers
IAEM Region 3 President Kathleen Henning, CEM, represented IAEM at the All Hazards Consortium Briefing to Senior Federal Government Leadership on Fusion Centers, held on Dec. 10, 2007, at The George Washington University, Washington, D.C. The briefing provided an in-depth review of the recently released Fusion Center Workshop Report and its findings and recommendations. The meeting was hosted by D.C.'s Dept. of Homeland Security & Emergency Management and The George Washington University in conjunction with regional states.

Henning Represented IAEM at USA Freedom Corp Meeting
IAEM Region 3 President Kathleen Henning, CEM, represented IAEM at the White House for a coalition meeting in October 2007 with USA Freedom Corp to discuss comments to the National Response Framework. The meeting focused specifically on the issue of volunteers and donations management under the NRF and the open comment period.

The newly elected IAEM Region 3 Officers, who will take office at the IAEM 55th Annual Conference & EMEX 2007 in Reno, are:

  • Region 3 Secretary/Treasurer: Hui-Shan L. Walker, MPA, CEM

Henning Represents IAEM at U.S. Chamber of Commerce Private Sector Briefing (09/18/07) IAEM Region 3 President Kathleen Henning, CEM, represented IAEM at a Private Sector Briefing as part of the National Response Framework rollout held at the U.S. Chamber of Commerce in Washington, DC. The briefing was conducted by Homeland Security Secretary Michael Chertoff,  FEMA Deputy Administrator & National Preparedness Director Dennis Schrader, Assistant Secretary for the Private Sector Al Martinez-Fonts, and Acting Director Al Fluman of the Incident Management Systems Division of FEMA. The audience included several business CEOs from the private sector, national level private sector associations, the National Citizen Corps Council, and corporate partners representing each of the identified critical infrastructure sectors.
