REGION 3 OFFICERS

Kathleen Henning, President

Kathleen Henning, MA, CEM, is the former Emergency Management Coordinator for Montgomery County, Md., with 29 ½ years government service. Currently, she represents you on the IAEM Government Affairs Committee, and serves as liaison to the National Voluntary Organizations Active in Disasters,  Home Safety Council, National Citizen Corp Council, and Council for Excellence in Government (PRI Initiative). She has represented emergency managers on the NVOAD Volunteer Management and ESF 6 conference calls with FEMA since Katrina and Rita.

As President of KGHenning & Associates, LLC, Emergency Preparedness, Response and Recovery she shares your concerns as she continues to work with governments and businesses in our region. She has extensive experience in all-hazards emergency management, emergency medical services, and implementation of long-range strategic planning. Her other experience includes former Board of Directors of National Association of Search and Rescue and the Lowes Home Safety Council.

She is a Past President of Maryland Emergency Management Association. Ms. Henning was previously the Governor’s appointed Emergency Management member to Montgomery Co. Local Emergency Planning Council and day to day administrator; Montgomery Co Emergency Management Group; Governor’s Emergency Management Advisory Council/State Emergency Response Commission Executive Committee; member Wash. Metropolitan Bioterrorism Task Force; member, EMG Hospital and Health Issues Committee; IAEM representative to FEMA Readiness, Response, and Recovery Capability Task Force  and various other DHS and FEMA stakeholder groups. 

Kathee Henning is CERT trained, and also a life member and volunteer firefighter with Gaithersburg Washington Grove Vol. Fire Dept since 1981, and continues to work mentoring 14-17 year olds in the fire department.

Stacy Peerbolte, Vice President

Stacy Peerbolte, MA, PEM, CEM, has been working as an Emergency Manager on Capitol Hill for the past three years. Serving as an emergency manager with the U.S. Capitol Police Department for the past year, Stacy has helped to in planning and training of the department’s officers to respond to an emergency on the Capitol Hill complex and has supported emergency operations for not only incidents, but also special events such as the Ford funeral, mass demonstrations, and dignitary visits to Capitol Hill. Prior to working for the police department, Stacy was an Emergency Preparedness Coordinator for the U.S. Senate where she helped Senate offices to develop, train, exercise, and implement Emergency Action plans.  In addition to her responsibilities on Capitol Hill, Stacy is also an adjunct faculty member teaching emergency management and public administration courses for Upper Iowa University.

She has held the position of IAEM Region 3 Vice President since June, 2007, and previously held the office of Secretary for 18 months. She has a Master in Arts degree in Public Administration and Health Services Management from Webster University. Stacy is currently pursing a PhD. in Public Policy and Administration with an emphasis in Emergency Management from Walden University.  

Stacy started her career in the U.S. Navy as a Hospital Corpsman. During her seven years in the Navy, she coordinated several safety and hazardous materials programs. She also spent a considerable amount of time providing emergency medical care and teaching advanced emergency medical courses. While in stationed in North Carolina, Stacy supported disaster response and relief efforts for Hurricane’s Bertha, Fran, and Floyd. 

After leaving the Navy, she went to work for the American Red Cross as their chapter’s Director of Emergency Services and Director of Health and Safety Services. She spent three years assisting in the recruitment, training, and deployment of volunteers to support disaster operations. She managed the American Red Cross disaster relief program for individuals affected by disaster in her local community and deployed volunteers to support national operations.

Following Sept. 11th, she went to work for the Kent County Health Department in Grand Rapids, Michigan, as the department’s first Emergency Preparedness Coordinator under the CDC Bio-terrorism grants. She helped to develop the community’s Metropolitan Medical Response System (MMRS), implemented Smallpox Vaccinations for Health Care workers, and developed the departmental and regional response to a public health emergency.  Stacy served as the statewide Emergency Preparedness Coordinator (EPC) representative to the Michigan Association of Public Health Administrators and was the second EPC to earn her Professional Emergency Manager (PEM) recognition in the state of Michigan.

Hui-Shan Walker, CEM, Secretary/Treasurer

Hui-Shan Walker has been an emergency manager for eight years with local government, and prior to that worked for five years with the American Red Cross. She received her CEM from IAEM at last year's conference in Orlando, Florida. She is currently the First Vice President of the Virginia Emergency Management Association and will step up as President of the association in March 2008. Recently she was  nominated by the Virigina Office of Commonwealth's Preparedness and selected to serve for three years on FEMA Region III's Regional Advisory Council.
