2010 IAEM-Global Award Winners
The IAEM-Global Partners in Preparedness Award recognizes programs or processes that demonstrate innovative, multiparticipant involvement between local governments / governmental entities and private sector businesses, non-governmental organizations / non-profits, or individuals which have resulted in effective and efficient incident management, emergency management or homeland security processes. The 2010 winner is the Christchurch City Council, the Canterbury CDEM Emergency Management Office, and the Ministry of Civil Defence & Emergency Management (MCDEM) for their collaboration on "Civil Defence Emergency Management (CDEM) Conversations: Tsunami Risks & Response to Warnings in the Christchurch Coastal Evacuation Zone," a project to pilot resilience-building initiatives in metropolitan areas.

The IAEM-Global Business & Industry Preparedness Award is based on excellence in implementing a program that plans for multiple hazards, sets implementation priorities, is cost effective, links all levels of the organization, and coordinates with local emergency response and management agencies. The program must be repeatable by similar organizations in business and industry. The 2010 winner is Fresenius Medical Care of North America for its Emergency/Disaster Response Program.

- Division 1 (Local Emergency Management Agency): The Public Education Group a sub-group of the Wellington Region Civil Defence Emergency Management Group for its publication of “It’s Easy! Get Prepared for an Emergency,” a step-by-step
emergency preparedness guide that enables people to complete 12 steps required to be prepared for an emergency.

The IAEM-Global Technology & Innovation Awards recognize the development of technology and innovation to improve emergency management operations, public education, or the emergency management/homeland security field. The 2010 winners are:
- Division 1 (Local Emergency Management Agency): Pierce County (Washington) Department of Emergency Management for its PCDEM Information Portal.

- Division 2 (State/Regional National Government, International, or Non-Profit Organization): The Australian Red Cross for its "After the Emergency" youth recovery resources developed in response to the 2009 Victorian bushfires as immediate and long-term resources for young people (12-25) affected by disasters.

The IAEM-USA Career Excellence Award recognizes a leader who has made significant contributions throughout his/her career to promote and improve the emergency management profession. The 2010 recipient of the IAEM Career Excellence Award is the late Jack Colley, Chief, Texas Division of Emergency Management. Known to most as just “Chief,” Jack Colley provided unwavering leadership and strength in coordinating some of the nation’s largest emergency operations. Under Chief Colley’s leadership, Texas set the gold standard for emergency response and professional emergency management. After Hurricane Katrina, he initiated efforts allowing Texas evacuees to bring their pets with them after learning many chose to stay in harm’s way rather than leave their beloved animal companions behind. He initiated the Texas special needs evacuee tracking system to help both evacuees and their loved ones reunite in the aftermath of disasters. Texas hosted its first-ever annual Hurricane Conference under his tutelage, which provided a forum for evacuating and receiving jurisdictions to confer and agree on a myriad of operational issues involved in state hurricane response operations. Under his guidance, the annual Texas Homeland Security Conference grew into a nationally-respected conference serving all facets of emergency management. Chief Colley’s most recent undertaking was to coordinate what became the Interstate Emergency Response Support Plan. This ambitious plan included all five states comprising FEMA Region VI in early response activities to catastrophic disasters. It became a shining example of neighbors truly helping neighbors.
