2007-2008 scholarship Awardees
The IAEM Scholarship
Commission awarded scholarships to two students in emergency management and related programs for the 2007-2008 school year. DRI International provided dedicated funding for one of the scholarships, the DRI-Lacy Suiter Emergency Management Scholarship, which was awarded to Tonya Lynn Roberts. The IAEM Scholarship Program provided the funding for the scholarship awarded to Russell Saffell. Congratulations to this year's IAEM scholarship winners!

Tonya Lynn Roberts is working toward a master’s degree in emergency management and homeland security at Arkansas Tech University in Russellville, Ark. She is currently the deputy director of emergency management for Sebastian County (Ark.) and is the State of Arkansas Citizen Corps Council chair. She is a board representative with the Arkansas Emergency Management Association and is a nationally-registered EMT-Paramedic.
As pointed out by one of the references, Ms. Roberts was one of the leaders of successful Hurricane Katrina relief efforts at Fort Chaffee in Arkansas. “She successfully coordinated hundreds of volunteers, numerous emergency agencies and thousands of evacuees.” Ms. Roberts has a B.S. in emergency administration and management from Arkansas Tech University.

Russell Saffell is working toward a bachelor of science degree in emergency and disaster management at Upper Iowa University in Fayette, Iowa. His planned graduation date is December 2007. He is the assistant emergency management coordinator for Story County (Iowa). Mr. Saffell was the first student to enroll in the Upper Iowa University program when it was introduced in July 2006. He will be in the first graduating class from the university’s emergency and disaster management program.
While in school, Mr. Saffell was selected to be an intern in the Preparedness Bureau at Iowa Homeland Security and Emergency Management Division. He worked in the hazard mitigation and planning section and was tasked with updating the State Hazard Mitigation 322 Plan. Mr. Saffell is in the Upper Iowa University Dean’s Circle of Scholars.
