Mr. Gair has more than 18 years of professional local, national and international emergency management experience, including deployment to scores of disasters, emergencies and special events in key leadership positions. He is currently serving as Special Advisor to the United Arab Emirates’ National Crisis & Emergency Management Authority (NCEMA) to help build the agency’s core capabilities, and previously served as Deputy Commissioner for the New York City Office of Emergency Management, running the city’s 24x7 operations center and acting as senior coordinator on all major citywide incidents. While working for FEMA, Mr. Gair served as the Presidentially-appointed Federal Coordinating Officer on numerous disasters and emergencies. He also led a team that managed long-term recovery projects and developed award-winning post-disaster recovery plans for communities ranging in size from 1,000 to 8 million residents.
