FEMA Seeks Comments
on Presidential Policy Directive 8 (22 Dec
2011) Earlier this year, President Obama released Presidential Policy
Directive 8 (PPD-8): National Preparedness, which is intended to strengthen the
security and resilience of the nation. PPD-8 calls on all levels of government,
the private and nonprofit sectors, and individual citizens to play a more active
and well-defined role in strengthening the Nation’s security and resiliency.
PPD-8 sets a vision for an America that is prepared for our greatest risks, such
as terrorist attacks, natural disasters, or pandemics. The directive calls for a
number of actions to be taken in the near term to improve our security and
resilience.
FEMA and its partners have created a National Preparedness
Goal, which sets the vision for building a more resilient and secure Nation, and
a National Preparedness System, which identifies the programs, processes and
tools for achieving that vision.
FEMA, and its partners, are now
focusing on the next set of activities. FEMA is launching an ongoing dialogue
and is asking for your input as it develops the next documents to meet the
milestones required by the policy directive. This forum provides an opportunity
to provide input into the development of several activities over the coming
months.

Management Final Update for FY 2012 FEMA Appropriations (21 Dec 2011)
Explanation for Tracking Appropriations for DHS for FY
2012 (21 Dec 2011) The Department of
Homeland Security Appropriations Bill for FY 2012 was originally HR 2017. The
House Report is HR 112-91. HR 2017 passed the House and was marked up and
reported by the Senate Appropriations Committee. The Senate Report is Senate
Report 112-74. HR 2017 as the DHS bill did not go to the Senate Floor for
action. However, HR 2017 was later used as the vehicle for the Continuing
Resolution which continued the government to Oct. 4, 2011. Agreement was reached
between the House and Senate Appropriators, and the DHS bill for FY 2012 was
included in Conference Report on HR 2055, the Consolidated Appropriations for FY
2012. The Conference Report is H. Report 112-331.
Relevance of House and Senate Appropriations Committee
Reports on HR 2017, the Earlier DHS Appropriations Bill (21 Dec 2011) The Joint Explanatory Statement on the
Conference Report on HR 2055, Division D states, "The language and allocations
contained in House Report 112-91 and Senate Report 112-74 should be complied
with and carry the same emphasis as the language included in the explanatory
statement, unless specifically addressed to the contrary in the conference
report or this explanatory statement. While repeating some report language for
emphasis, this explanatory statement does not intend to negate the language
referred to above unless expressly provided herein."

IAEM-USA Members Asked
to Comment on FEMA's Draft Paper, "A Whole Community Approach to Emergency
Management: Principles, Concepts and Pathways for Action" (19 Oct 2011) Over the last year, FEMA has engaged its
emergency management partners – including state/territorial, tribal/local
representatives, academia, nongovernmental organizations, community members, and
the private sector – in creating a national dialogue on a whole community
approach to emergency management. FEMA has synthesized what was learned through
research, conferences, listening sessions, and direct feedback from a Core
Working Group to develop a draft document, "A Whole Community Approach to
Emergency Management: Principles, Concepts, and Pathways for Action." As a
member of the emergency management community, we would like your feedback on
this draft document in order to help us identify opportunities to improve the
document prior to its final release to the broader emergency management
community and general public at the end of November.
IAEM, NACo and NEMA Send
Joint Letters Urging Congress to Fully Fund Disaster Relief Fund (16 Oct 2011) IAEM, along with the National Association
of Counties (NACo) and the National Emergency Management Association (NEMA), on
Sept. 22 sent joint letters to the chair and ranking members of key
Congressional committees urging quick Congressional action to fully fund the
Disaster Relief Fund (DRF). The letters included information on the impact of
the $400 million in delayed repair and rebuilding and hazard mitigation
projects. By Sept. 22, the DRF was down to $215 million. Although the $2.6
billion for the DRF included in the Sept. 30 Continuing Resolution for FY 2012
allowed FEMA to remove the "Immediate Needs Funding" restrictions on
rebuilding/repair projects and hazard mitigation, more funding is needed to
prevent the risk of suspending work again. Currently the Administration request
for FY 2012 is $6.4 billion.
Update on Disaster Relief Fund;
U.S. President Requests Additional $5.1 Billion (12
Sept 2011) President Barack Obama on Sept. 9 sent a budget request to
Congress for an additional $5.1 billion for the President's Disaster Relief Fund
(DRF) for DHS/FEMA. This includes $500 million for FY 2011 Supplemental and a
budget amendment for FY 2012 for $4.6 billion. The additional $4.6 billion added
to the $1.8 billion requested with the budget in February would bring the FY
2012 total request to $5.4 billion.

FEMA Announces Implementation of
Immediate Needs Funding (26 Aug 2011) On
August 27, 2011, the Department of Homeland Security’s Federal Emergency
Management Agency (FEMA) will implement proactive, Immediate Needs Funding (INF)
guidance in order to extend the remaining balance of the Disaster Relief Fund
(DRF). INF is intended to meet the urgent needs of disaster survivors and will
prioritize funding. There have been a number of times in the past where the
Agency found it necessary to issue INF allocation funding guidance, as a
precautionary measure, to maintain an adequate DRF balance while awaiting
passage of appropriations legislation.
Please note that the Agency’s
current efforts in support of Hurricane Irene are recognized as immediate needs
and therefore are not restricted under this guidance. FEMA has worked to delay
the implementation of INF as long as possible by deobligating funds from
unexpended contract obligations that have remained in the DRF for past
disasters. The Agency employed this strategy in FY 2010, and it was a
significant factor in FEMA’s ability to restore more than $2.6 billion to the
DRF. By continuing this strategy in the current fiscal year, the agency has been
able to restore $1.85 billion to the DRF.
Immediate needs funding does
allow for the allocation of funds for Individual Assistance, Public Assistance
Categories A and B (debris removal and emergency protective measures), technical
assistance contract support for Public Assistance Categories A and B activities,
technical assistance contract support for Individual Assistance manufactured
housing support, state management costs, mission assignments, and essential
joint field office (JFO) operations.
The limitation applies to specific
disaster funding (e.g. Hazard Mitigation Grant Program and Public Assistance
Categories C-G), as well as DRF surge and disaster support activities. Funding
is not being eliminated for projects in these categories, but merely delayed
until additional appropriations are available. The FEMA announcement states it
is critical that these guidelines be implemented to ensure that we are able to
continue our ongoing and future response and recovery efforts. Questions should

National Preparedness Goal Released by FEMA; Comments
Requested by Sept. 2, 2011 (22 Aug 2011) The
Federal Emergency Mangement Agency (FEMA) on Aug. 22 released a draft of the
updated National Preparedness Goal for review. The Goal intends to unify the
Nation behind an agreed upon set of core capabilities necessary to prepare for
the specific types of incidents posing the greatest risk to the security of the
Nation as well as concrete, measurable, prioritized objectives to mitigate
specific threats and vulnerabilities and emphasize actions intended to achieve
an integrated, layered, accessible, and whole community preparedness approach
while optimizing the use of available resources.
The Goal, in its final form, is certain to have an impact on preparedness
grant programs. And, reports on progress toward achievement of the Goal are
anticipated to have an impact on the President’s future budget requests. FEMA is
asking for input and feedback from a wide spectrum of stakeholders; and, it is
important that local emergency managers are represented.
FEMA stated "The enclosed draft represents input and ideas from a range of
stakeholders within and outside the Federal government who have been involved
through working groups, outreach sessions, and targeted engagement efforts in
order to meet the aggressive timeline for developing the first edition of the
National Preparedness Goal, which must be presented to the President for his
review no later than September 25, 2011.While we hope you have time to review
the document in total, we have included editorial notes to bring specific areas
to your attention."
IAEM-USA Government Affairs Committee Meets During IAEM-USA
2011 Mid-Year Meeting (16 June 2011) On June
10-11, 2011, USGA Committee Chair Randy Duncan, CEM, again led a very
substantive meeting of the U.S. Government Affairs Committee during the Mid-Year
Meeting, with excellent speakers and lively discussions. Speakers from FEMA were
the Honorable Tim Manning, Deputy Administrator for Prevention and National
Preparedness; Tonya Schreiber, Deputy Assistant Administrator, Grant Programs
Directorate, Deborah Ingram, Assistant Administrator, Recovery. Response and
Recovery Directorate; Gwen Camp, Director of Intergovernmental Affairs; Andy
Mitchell, Assistant Administrator National Training and Education, National
Preparedness Directorate;Pamela Williams, Deputy Director of
Congressional/Legislative Affairs; and Marcie Roth, Director, Office of
Disability Integration and Coordination. From the Senate Committee on Homeland
Security and Government Affairs were Mary Beth Schultz, Senior Council Majority
and Eric Heighberger, Professional Staff Minority. From the House was Joseph
Wender, Counsel, Committee on Transportation and Infrastructure, Subcommittee on
Economic Development, Emergency Management and Public Buildings. Bill Proenza,
Director of the Southern Region, represented the National Weather Service, and
Alexa Noruk, represented the National Emergency Management Association.

John "Rusty" Russell Provides
Testimony on Behalf of IAEM-USA at June 10 U.S. House Subcommittee Field Hearing
in Clearwater, Florida (14 June 2011) John
"Rusty" Russell, Emergency Management Director of Huntsville/Madison County
(Ala.) and former IAEM Region IV President, provided testimony on behalf of
IAEM-USA at a field hearing of the U.S. House of Representatives Committee on
Homeland Security Subcommittee on Emergency Preparedness, Response, and
Communications. The hearing, held June 10 in Clearwater, Fla., was titled
"Weathering the Storm: A State and Local Perspective on Emergency Management."
Subcommittee Chairman Gus Bilirakis (R-FL) presided, and Congressman Hansen
Clarke (D-MI) represented the Minority. Russell was specifically asked to
address the Alabama tornados. Functional needs shelters were one of the issues
discussed.

House and Senate Appropriations Committees on Priorities in FY 2012 FEMA
Appropriations (14 June 2011) IAEM-USA
President Eddie Hicks, CEM, submitted statements for the record to the House
Appropriations Subcommittee on Homeland Security and the Senate Appropriations
Subcommittee on Homeland Security on priorities in the FY 2012 Budget Request
for the Federal Emergency Management Agency, Department of Homeland Security.
(Note: the House statement was limited to 5 pages double spaced and the
Senate to 4 pages single spaced).

- $350 million for the Emergency Management Performance Grant (the President's
request) and maintaining it as a separate account.
- $11.9 million for the Emergency Management Institute, a $2.9 million

IAEM-USA President Eddie Hicks, CEM, Presents Testimony to
the U.S. Senate Committee on Appropriations Subcommittee on Homeland Security at
Hearing on Status of U.S. Emergency Management (09
June 2011) H. Eddie Hicks, CEM, IAEM-USA President and Emergency
Management Director for Morgan County (Ala.) on June 8 testified before the U.S.
Senate Committee on Appropriations Subcommittee on Homeland Security on "A
Review of the Status of Emergency Management in the United States, Including the
Important Role Communications Systems Play During a Disaster." Hicks was asked
to specifically address the Alabama tornadoes.
A major concern of the Senators at the hearing was
funding for the Disaster Relief Fund, including whether FEMA has enough funds to
finish the year without implementing "immediate needs only funding"; whether
there is enough funding for FY 2012 requested or included in the House passed FY
2012 bill; and the process for funding the growing disaster needs. The archive

North Carolina Congressional Visits (23-26 May 2011) Members of the North Carolina Emergency
Management Association (NCEMA) met with Members and staff from eight
Congressional districts and both Senators May 23-26, 2011. In attendance were
Gordon Deno, CEM, Coordinator of Emergency Management, Wilson County, and 1st
Vice President of NCEMA; Brian Short, CEM, Director of Emergency Operations of
Vance County and Legislative Committee Chairman; and Eric Griffin, CEM,
Assistant Emergency Management Coordinator, Guilford County. Their key issues
included the Emergency Management Performance Grants, funding for the Emergency
Management Institute (EMI), support for the National Weather Service, and
restoration of funding for the Community Oriented Policing Services (COPS)
Methamphetamine Initiative grants. A packet of policy request papers were
provided to each office with a backgrounder on the responsiblities of local
Emergency Managers in North Carolina. Martha Braddock, IAEM Policy Advisor
accompanied them on many of the visits.

DHS Announces Grant Guidance for Fiscal Year 2011
Preparedness Grants (19 May 2011) Today DHS
Secretary Janet Napolitano announced the release of the FY 2011 grant program
guidance and application kits for 12 grant programs totaling $2.1 billion. These
grants include the Emergency Management Performance Grant Program (EMPG); the
Emergency Operations Center Grant Program (EOC); the Homeland Security Grant
Program, which includes the State Homeland Security Program (SHSP), Urban Areas
Security Initiative (UASI), Operation Stonegarden (OPSG), Metropolitan Medical
Response System Program (MMRS) and the Citizen Corps Program (CCP); the Tribal
Homeland Security Grant Program (THSGP); the Nonprofit Security Grant Program
(NSGP); the Regional Catastrophic Preparedness Grant Program (RCPGP); the
Transit Security Grant Program; the Freight Rail Security Grant Program (FRSGP);
the Intercity Passenger Rail (Amtrak) Program; the Intercity Bus Security Grant
Program (IBSGP); the Port Security Grant Program (PSGP); and the Drivers’s
License Security Grant Program (DLSGP). In FY 2011, DHS grants were reduced by
$780 million from the FY 2010 enacted level.

Directive 8 on National Preparedness, which replaces HSPD-8, will be discussed
and released at 10:30 a.m.-noon Eastern time, Friday, Apr. 8,
2011, at an event at the Homeland Security Policy Institute, The George
Washington University. A webcast of the event will be broadcast live. No registration is required to view the webcast.
- Topic: President Barack Obama signed a new Presidential
Policy Directive on National Preparedness last week, and the Directive will be
publicly released at this event. The new policy outlines the President’s vision
for strengthening the security and resilience of the United States through
systematic preparation for threats to the security of the Nation, including acts
of terrorism, pandemics, significant accidents, and catastrophic natural
disasters. The Directive follows a comprehensive review of national preparedness
policy and replaces Homeland Security Presidential Directive 8 (HSPD-8) (2003)
and HSPD-8 Annex I (2007).

Gary Christmann Represents IAEM Through
Testimony on Improving Disaster Response Before U.S. House of Representatives
Subcommittee (30 Mar 2011) Gary A. Christmann, IAEM member and
Commissioner of the City of St. Louis Emergency Management Agency (Mo.),
testified on behalf of IAEM before the U.S. House of Representatives Committee
on Transportation and Infrastructure Subcommittee on Economic Development,
Public Buildings and Emergency Management. The Mar. 30 hearing was on “Improving
the Nation's Response to Catastrophic Disasters: How to Minimize Costs and
Streamline our Emergency Management Programs.”
The subcommittee was
particularly interested in hearing from a local emergency management witness
from the New Madrid earthquake fault area. Congressman Carnahan (D-Mo.)
introduced Gary to the subcommittee members. Other witnesses included FEMA
Administrator Craig Fugate and officials of the U.S. Forest Service, Nuclear
Regulatory Commission, American Red Cross, California Office of Emergency
Management, and St. Francis (Ark.) Levee District. The statements will be posted

Briefing (21 Mar 2011) At the request of
IAEM-USA, Dr. Jack Hayes, Director of the National Weather Service, provided a
Mar. 21 briefing and a webinar on the FY 2012 President's budget request for key
stakeholders on Capitol Hill. In addition, Dr. Hayes provided a situation report
on the agency’s tsunami services following the Japan earthquake, as well as a
look ahead at the spring flood outlook. IAEM-USA leadership attended the
briefing to show support for this key partner.

National Weather Service Budget Briefing and Webinar Set
for Mar. 21, 2011 at IAEM-USA's Request (11 Mar
2011) The National Weather Service (NWS) is holding a briefing and a
webinar on the FY 2012 Budget on . IAEM requested that NWS
provide this briefing; the governors; Washington, DC staff; and representatives
of other state and local organizations are the audience we are seeking. IAEM-USA
President Eddie Hicks, CEM, U.S. Government Affairs Chair Randy Duncan, CEM, and
IAEM-USA First Vice President Hui-Shan Walker, CEM, will attend the briefing to
show our support for the NWS.

in Continuing Resolution to the U.S. Senate (28 Feb
2011) IAEM-USA, The National Association of Counties (NACo), and the
National Emergency Management Association (NEMA) on Feb. 22 sent a joint letter
to the Senate Committee on Appropriations Subcommittee on Homeland Security,
requesting that the Emergency Management Performance Grant (EMPG) be retained at
$340 million in the FY 2011 Continuing Resolution. The $340 million is the FY
2010 enacted number. Download the

- : This week the House and Senate
are currently expected to pass a short-term (probably two weeks) Continuing
Resolution (CR) to keep the government running after Mar. 4, 2011, while work
continues on a longer-term CR to run through Sept. 30, 2011.
- : HR
1, the CR that passed the House, would reduce EMPG for FY 2011 to $300 million –
a $40 million reduction. The purpose of the IAEM/NACo/NEMA joint letter is to
urge the Senate to restore it to $340 million in their deliberations on the
longer-term CR.
