Caucus Mission:

The mission of the Universities & Colleges Caucus (UCC) is to represent the emergency management issues surrounding college and university campuses. Although they are a part of the communities in which they reside, higher education institutions take on special and sometimes unique considerations when preparing their students, faculty, staff and visitors for responding to, recovering from and mitigating against emergencies. The purpose of this caucus is to provide emergency managers from higher education institutions a voice on a national and international scale to ensure their needs are also being addressed by government and industry officials.

DRU Repository:

The IAEM UCC maintains a repository of information, plans, documents, templates and literature for the higher education campus Emergency Management practitioner.  The repository is maintained by UC Davis at http://safetyservices.ucdavis.edu/emergency-management/dru. It is populated with information posted on the DRU (Disaster Resistant University) listmail or provided by DRU list members. The information is not vetted or endorsed and is posted as received. DRU Listserv:

The DRU Listserv is intended for university and/or college emergency management professionals to share information and engage in discussions and dialogues related to the profession and emerging issues around campus emergency management. E363 Multi-Hazard Emergency Planning for Higher Education (01/11/10)This new FEMA course was designed to be delivered to teams of campus personnel who are responsible for creating, reviewing, implementing and exercising emergency operations plans. The target audience for this course is people who have traditional response or strategic experience, but minimal experience in emergency management planning. The three-day course is primarily highly interactive presentations and class exercises coupled with numerous individual and small-group practice activities.

College Emergency Preparedness Initiative Funding for FY 2010 (12/15/09)

Summary: The Consolidated Appropriations bill included $7,000,000 to continue the Emergency Management Higher Education (EMHE) program in the Department of Education. This is  the same amount requested by the President and recommended by both the House and Senate Appropriations Committees. 

IAEM-USA Universities & Colleges Caucus (UCC) Introduces Version 3.0 of its Higher Education H1N1 Flu Map (09/08/09)

     The International Association of Emergency Managers – Universities & Colleges Caucus has introduced Version 3.0 of its popular Higher Education H1N1 Flu Map in order to account for the large volume of data and shift in reporting focus of institutions.

     Version 3.0 shifts away from the reporting of the number of suspected, probable and/or confirmed cases.  The H1N1 Influenza virus is so prevalent amongst most campuses at this point, that the tracking of individual cases is irrelevant.  Additionally, numerous jurisdictions are no longer conducting confirmatory testing of cases.  As such, the new map focuses on overall campus impact of the virus as average, above average or extraordinary case rates.

Furthermore, given the number of reports the map receives on a regular basis, it has been decided that a new map will be generated for each month of flu season.  The map for September 2009 is located at http://tinyurl.com/HigherEdH1N1Map-Sep09.  The UCC Web-site (http://www.iaem.com/Committees/ucc) will maintain a listing of all map versions.

     The map also allows institutions to share any protective actions or consequences they have encountered.  The information sharing between institutions nationally has allowed the higher education community to collectively focus on this national issue.  All institutions are encouraged to submit updates for the map by contacting one of the following:
